TORCH Foundation and Troy Medical will complete the application on behalf of all rural hospitals in each of the 20 districts, removing the large majority of the administrative burden from rural hospital administration.

Program Design
The Rural Opioid Recovery Access Program, powered by Troy Medical in partnership with the TORCH Foundation and the Rural Texas Collaborative, integrates addiction medicine and pain-management specialists directly into rural hospital clinics through a hybrid telehealth model. This turnkey program enables rural patients to receive evidence-based medication-assisted treatment (MAT) and chronic pain care in their own communities, supported by local knowledge and existing local resources. Troy Medical manages the full implementation process—including provider contracting, training, technology setup, and outcome reporting—allowing hospitals to expand services without adding administrative burden. The program creates a sustainable, scalable model that improves access, reduces stigma, and strengthens long-term recovery outcomes across rural Texas.
